You have to put the tag in the head section of the page.
You could use $$HtmlHead field or "Html Head content" properties of the page/form to do this.

If you want to customize favicon you could show notes database icon with the following code :

DB := @ReplaceSubstring("/" + @WebDbName; "//"; "/");
"<link rel=\"SHORTCUT ICON\" HREF=\"" + DB + "/$Icon\" />"
